New Work in the Public Sector

Innovative Work Cultures for the Public Sector of Tomorrow
In collaboration with the Department for Public Sector Innovation, and on behalf of the Federal Academy of Public Administration, Ursula Hillbrand designed and facilitated a multi-part training series exploring new forms of collaboration in public service. The aim was to make self-organisation, resonance, and participatory responsibility tangible as key elements of a future-ready public administration – rooted in current societal developments.

Context and Objectives
As part of the programme “New Work in the Public Sector”, employees from various hierarchical levels were invited to engage with the opportunities and challenges of new working environments. The events sought to strike a balance between structural clarity, human connection, and creative agency.

Formats, Topics and Methodological Approach
The workshops were designed as interactive learning spaces, using methods such as Art of Hosting, Circle Practice, and dialogic storytelling. The emphasis was on experiential learning in resonance groups, peer exchange, and reflection on individual roles and responsibilities in a transforming organisational context. Key themes included trust, participatory leadership, constructive engagement with change, self-organisation, and resonance.

Ursula Hillbrand’s Role
As an experienced facilitator, Ursula Hillbrand guided participants through a carefully curated learning process that spoke to both cognitive understanding and emotional resonance. She enabled shifts in perspective, created spaces for meaningful connection, and sparked new impulses for shaping workplace culture.

A contribution to renewing mindset and scope for action within the public sector.
